EFM Collective’s mission is to connect both public and private industry partners together in a way that organically facilitates strategic relationships and educates our industry stakeholders. Producers, executive producers, production planners, UPM’s and filmmakers alike will have the unique ability to connect with film commissioners, experts in locations and private industry vendors during Sundance Film Festival.


Facilitate dialogue between the California Film Commission and key decision makers to attract films to shoot in the state, and specifically at locations such as Mare Island, Treasure Island, and to supply the productions with gear from Cinelease and support from Herc Entertainment Services.

Spotlight Speaker – Donne Dawson

Film Commissioner – Hawaii Film Commission

Donne Dawson is Hawai‘i’s State Film Commissioner.  She has spent close to 20 years building Hawai‘i’s film industry with her Hawai‘i Film Office team and collaborating with the County Film Commissioners across the Hawaiian Islands.   She is a fierce advocate for Hawai‘i’s film industry and its growing creative talent pool. Dawson is currently serving her second term on AFCI’s Board of Directors.

Colleen Bell

Colleen Bell was appointed executive director of the California Film Commission (CFC) by Governor Gavin Newsom on May 23, 2019. Prior to leading the CFC, Ms. Bell had a distinguished career in entertainment production, business and diplomacy. Ms. Bell was a producer at Bell-Phillip Television Productions — an award-winning production company responsible for some of the world’s most-watched TV programming, Her work, which reached more than 40 million people in more than 100 countries across five continents, frequently earned the industry’s most prestigious recognition for creative content, social awareness and public health education.

Beth Nelson

Savannah Regional Film Commission
Beth Nelson, AFCI Certified Film Commissioner, is the Executive Director of the Savannah Regional Film Commission.  She promotes the Savannah area to the entertainment industry, serving as a liaison between production companies and local municipalities, and supporting local crew and businesses. She has worked as a location manager for film, television, and commercials, and has a wealth of knowledge and experience in the entertainment industry.

Sandy Lighterman

Film & Entertainment Commissioner
Miami-Dade County
Sandy Lighterman is the Film and Entertainment Commissioner for Miami-Dade County. Ms. Lighterman is the Chief advocate for entertainment production for Miami-Dade County and for production-friendly policies on both the local and state level. Her passion lies in fostering the growth of indigenous content creators, as well as, educating and nurturing future generations of filmmakers.

Susannah Greason Robbins

Executive Director
San Francisco Film Commission
Susannah Greason Robbins became Executive Director of the San Francisco Film Commission in September 2010.  Ms. Robbins worked in various areas of filming, as an assistant producer at Saatchi & Saatchi DFS Compton, NY, associate producer and researcher for documentaries on The American Masters Series, and as a location scout and location manager of many feature films in the Bay Area.

Joe Chianese

Joe Chianese is an Executive Vice President with Entertainment Partners. At EP, Joe oversees the EP Financial Solutions division which provides advisory, administrative, financial, tax and other consulting services for domestic and international film, television, and commercial productions. He has over 30 years of accounting, tax, and production experience, and has held senior tax and accounting positions at Sony Pictures Entertainment, The Walt Disney Company, The American Broadcasting Company, Paramount Pictures, and Ernst & Young.
Throughout his career, Joe has been responsible for the tax, finance, and production structures for film and television productions in excess of $5 billion. He is regarded as one of the leading experts in worldwide production incentives and other government subsidies.
